Michael Baker led an evaluation of existing speed limit setting procedures and prepared a tool for the Colorado Department of Transportation (CDOT) to evaluate speed limit setting on state roads. The tool includes updates to current procedures to account for contextual approaches to speed limit setting and is consistent with the latest updates to the MUTCD. The context-sensitive approach considers road classification, adjacent land-use context, and most importantly safety for all users. This program also includes the creation of a Self-Enforcing Speed Limit visual guide that can be used to help agencies understand what roads should look like at varying speeds, and how they can achieve target speeds.
